Special
drive on repairs
The issue of repairs of schools was
frequently raised by the public and the public representatives.
In response a week long special school repairs drive was undertaken
in the district in January 1997. A comprehensive survey of all schools
was undertaken and repair estimates were prepared. Rural Engineering
Service, Public Works Department, Public Health Engineering Department,
Water Resources Department and Forest Department all assisted in
this. Repairs were not taken for schools where estimated expenditure
exceeded Rs.18,500 or where the school building was less than three
years old.
The drive was funded by a convergence of a variety of sources and
schemes. Under Jawahar Rojgar Yojana 10% of the funds are to be
used for repairs. A sum of Rs.61.82 lacs was thus available from
Jawahar Rojgar Yojna. Rs.35 lacs were made available from the Mission
as part of the approved plan for the district. Rs.6.58 lacs were
pooled in from the school fund available with the Zila Panchayat
from the school Education Department. Rs.4 lacs were ploughed in
from the untied funds under Special Central Assistance available
with the two Integrated Tribal Development Projects (ITDPs) in the
district. Thus, financial resources to the tune of Rs.107.67 lacs
could be mobilised. Technical sanction to the estimates was given
according to existing rules. Administrative and financial approval
was speedily accorded for repair of 963 buildings out of a total
of 1487 buildings older than three years and money was directly
transmitted to concerned Gram Panchayats and urban local bodies.
The planning for the repair drive was based on discussions carried
out in the zila and Janpad (Block level) Panchayat meetings. Panchayats
members were in constant touch with Sarpanches during the repair
week. Full details of the drive were given by the President of Zila
Panchayat to the press. The public gaze thus ensured quality work
and public involvement.
892 school buildings out of 963 sanctioned were fully repaired during
the week itself. A simultaneous repair of 65% of school buildings
is unprecedented in the history of any district in the country.
Photographs were taken to ensure quality and verifiability of work.
The long-standing problem of poor state of primary school buildings
in the district was thus substantially solved.
